The Social Security Centre (Centre commun de la sécurité sociale - CCSS) is a social security institution with the following missions:
- affiliation of insured individuals based on the relevant social security provisions;
- calculating, receiving and recovering social security contributions, and, at their request, contributions which are legally due to professional chambers;
- recording contributions and allocating them to the various institutions and professional chambers;
- payment of the salaries and pensions of staff in the various social security institutions;
- organising computerisation, developing and implementing IT applications, providing computer infrastructure, IT operating systems and managing IT security on behalf of various social security institutions, the National Solidarity Fund (Fonds national de solidarité - FNS), the Administration for Evaluation and Controls of Long-term Care Insurance (Administration d’évaluation et de contrôle de l’assurance dépendance) and the Social Security Medical Board (Contrôle médical de la sécurité sociale) as part of the legal, regulatory and statutory missions conferred on these public establishments and administrations;
- data pooling and processing on behalf of various social security institutions, the FNS, the government administration departments listed under point 5), the National Employment Agency (Agence pour le développement de l'emploi - ADEM), the General Inspectorate of Social Security (Inspection générale de la sécurité sociale) and the government administration departments responsible for applying special pension schemes, as part of the legal, regulatory and statutory missions conferred on these public establishments and administrations;
- completing projects and studies conferred on it as part of its missions by the public establishments and government administration departments listed under point 6);
- providing the General Inspectorate of Social Security (Inspection générale de la sécurité sociale) with all the data it needs to complete its missions;
- providing the Minister Responsible for Work and Employment and the relevant administrations and departments with the data required in order to apply labour laws;
- providing insured individuals and beneficiaries with a physical or electronic form of identification.
The Grand-Ducal Regulation specifies how the CCSS is structured and run, as well as its relationships with the various social security institutions.
