Ordering a certificate for public tenders (non-liability certificate)

A non-liability certificate may be requested by any employer or self-employed person wishing to take part in a procurement procedure in accordance with Article 90 of the Grand-Ducal Regulation of 8 April 2018 implementing the Law of 8 April 2018 on public procurement contracts.

It sets out the validity period during which the tenderer may take part in any open procurement procedure if the bids are opened within this validity period. The tenderer is free to use this certificate for several procurement procedures if they fall within the validity period of the certificate.

For the purposes of the restricted procedure with publication of a contract notice and the negotiated procedure with publication of a contract notice, the bid opening date (field "Tender certificate validity start date" below) is equivalent to the date of submission of the application file.

 

Example:
Employer ABC is in good standing with its obligations relating to the payment of social security contributions and is entitled to the certificate for public submission with maximum validity (current month + 2 months).

  • Date indicated below in the "Tender certificate validity start date" field: 25.04.YYYY
  • The public tender certificate issued to this employer is valid for all procedures opened between 25.04.YYYY (start date) and 30.06.YYYY (end date).

             

 

Time frame for delivery: 3 working days.

Delivery address: The certificate is sent to the address of the employer or self-employed person registered with the Social Security Centre (Centre commun de la sécurité sociale - CCSS) for monthly account statements (invoices).

Language: This certificate will be generated in English, French, and German.
