Users must comply strictly with the rules of use. The Social Security Centre (Centre commun de la sécurité sociale - CCSS) reserves the right to revoke its SECUline agreement at any time, in the event of any failure to comply with the SECUline obligations, particularly the rules of use and the deadlines set.
- To ensure all users are accurately identified, members have a SECUline number that they must quote, along with their employer registration number, in the 'supporting ID' ('identifiant support') record of each file to be sent.
- As it is essential that employees' social security numbers are valid, the employer records the Luxembourg social security number in their information file so it can be quoted in all subsequent processing operations, particularly affiliation and wage declaration forms. We strongly recommend checking the validity of this record by setting a 'check digit' algorithm.
The employer quotes the number on the social security identification card. If the employee does not have a social security identification card (for example, a cross-border worker employed in the Grand Duchy of Luxembourg for the first time), the employer must request registration with the CCSS Department for Registration ('DEMMAT' procedure). In exceptional circumstances, the social security number may be changed by the National Registry of Natural Persons (Registre national des personnes physiques - RNPP). The CCSS will inform the employer where applicable.
- All new members will continue to receive the payroll until the first successful SECUline transfer.
- The rules of use relating to the various types of transfer are set out in the relevant documents.
