The health insurance contributions of minors and people who are unable to work due to a physical or intellectual disability are covered by the State.
Persons concerned
Anyone authorised to sign the application on behalf of a minor or a disabled person residing in the Grand Duchy of Luxembourg, who does not already have health insurance under the mandatory or voluntary schemes (e.g. co-insurance).
How to proceed
Requesting affiliation with the health insurance scheme
The application for affiliation of a minor or disabled person with the health insurance scheme must be submitted to the Social Security Centre (Centre commun de la sécurité sociale - CCSS) by sending in the 'Application for cover of minor/disabled person's health insurance contributions by the State' form. The applicant may be one of the parents, a member of the family, the social worker, guardian or any other person authorised to sign the application on behalf of the person concerned.
For minors, the applicant must enclose with the application:
- proof of the parents' last insurance period, whether it is with a foreign insurance scheme or an international organisation. This is to certify that any other health cover has ended (e.g. form 'S041' or a co-insurance certificate)
For disabled persons, the applicant must enclose:
- a medical certificate;
- proof of the last period of insurance, whether it is with a foreign insurance scheme or an international organisation. This is to certify that any other health cover has ended (e.g. form 'S041' or a co-insurance certificate).
Once the application has been processed by the CCSS, the applicant receives a letter informing them:
- that the contributions will be covered by the State;
or
- that there is another possibility for health insurance cover.
If the State covers the contributions, the person to be covered is admitted to the health insurance scheme for a maximum period of one year. The letter from the CCSS will specify the exact period of the affiliation.
This health insurance cover is not extended automatically.
The letter that the CCSS sends the applicant when the minor/disabled person is admitted to the health insurance scheme:
- specifies the deadline for submitting an application for an extension;
- contains the form for a new application for cover.
Renewal of the affiliation can be requested each year for as long as the person's situation remains unchanged, and if they meet the criteria for affiliation.
Ending the affiliation with the health insurance system
The health insurance affiliation covered by the State ends:
- at the latest after one year;
At the end of a maximum affiliation period of one year, a new application for admission must be submitted to the CCSS, if the person's situation remains unchanged.
- if there is another possibility for health insurance cover;
E.g. salaried occupation or self-employment, having co-insurance, receiving a pension, unemployment benefit, allowance for the severely disabled (Revenu pour personnes gravement handicapées - RPGH), social inclusion income (Revenu d’inclusion sociale - REVIS) etc.
- when the minor reaches their 18th birthday;
- if the person concerned dies.
The CCSS may end the insurance cover if it is informed that the person is covered other than by the State, e.g. by another social security institution, even with retroactive effect.
In any case, the applicant must inform the CCSS of any changes in the situation of the person concerned.
