To enable employers or their authorised representatives (tax accountants, accounting clerks, etc.) to carry out the necessary calculations relating to the supplementary pension scheme, the Social Security Centre (Centre commun de la sécurité sociale - CCSS) offers the exchange of 'DEMPEN' files (request for pension insurance record and pension estimation) and 'PENEST' files (pension insurance record with pension accrued information).
The 'DEMPEN' file quotes the social security number of employees for whom the 'PENEST' file data are requested, together with the employer number.
Records with an invalid employee social security number or employer number cannot be processed by the CCSS and will be returned marked 'unprocessable' in the 'PENEST' file.
Terms of use
The 'DEMPEN' procedure is intended for SECUline member employers that offer their employees a supplementary pension scheme pursuant to the Law of 8 June 1999 on supplementary pension schemes. If applicable, their authorised representatives (tax accountants, accounting clerks, etc.) guarantee that they have a mandate from the relevant employers. The procedure is subject to authorisation by the National Pension Insurance Fund (Caisse nationale d'assurance pension - CNAP).
After authorisation has been obtained from the CNAP to use the 'DEMPEN' procedure, and the 'DEMPEN' file has been received from the employer (or its authorised representative) through SECUline, the CNAP sends a consent request to the employee. The employee's response remains valid for subsequent requests from that employer (or its authorised representative) for the pension insurance record and estimated pension.
At the same time, the 'DEMPEN' procedure includes an automatic undertaking from the employer or its authorised representative to hold the CNAP harmless against any judicial or extra-judicial proceedings arising from the communication of the data requested and to produce proof of the necessary mandates or powers of attorney on first request.
Any failure to fulfil the obligations resulting from the 'DEMPEN' procedure may subsequently lead to the CNAP refusing to communicate data of the type requested.
DEMPEN file specifications
- The file is an uncompressed, ASCII-coded text file;
- Fields are separated by a semicolon (;);
- Each record ends with a carriage-return (0D hex) and a line-feed (0A hex).
