This procedure is solely for temporary work agencies, and, therefore, their temporary workers only.
The 'DECINT' procedure is used for all affiliation requests for temporary workers, including retroactive affiliations. It can also be used for affiliating students hired on assignment contracts during the school holidays for placement with a user company.
With the data in this file, the Social Security Centre (Centre commun de la sécurité sociale - CCSS) is able to:
- affiliate temporary workers;
- send posting forms (e.g. A1 form);
- make adjustments to the affiliation (modifications or cancellations).
To ensure timely affiliation, the temporary work agency will transfer these data as soon as the employee's contract has been signed and their valid social security number has been recorded (daily or even several times a day, as convenient). In addition, it must send declaration forms in strict chronological order of the successive affiliations for each temporary worker.
- When renewing an assignment contract, a new declaration form must be completed rather than declaring a modification of the initial affiliation. To avoid any interruptions to the affiliation, the start date of the new affiliation must be the day after the end of the initial assignment contract.
Example: An assignment contract from Monday 2 March 2025 to Friday 7 March 2025 is renewed for an additional week. The temporary work agency registers a new affiliation with the same user company from Saturday 8 March 2025 to Friday 13 March 2025.
- As the affiliation of the 'permanent' staff of a temporary work agency is subject to different legal requirements, declaration forms for 'permanent' staff should not be entered in the 'DECINT' file, but can be sent to the CCSS using the 'DECAFF' procedure.
- If a temporary worker is posted abroad, compliance with the provisions of Regulation (EC) No 883/2004 and its implementing Regulation (EC) No 987/2009, explained in a note to temporary work agencies, is required.
DECINT file specifications
- The file is an uncompressed, ASCII-coded text file;
- Fields are separated by a semicolon (;);
- Each record ends with a carriage-return (0D hex) and a line-feed (0A hex).
